A clear vision and a dedicated sponsor launch ERP system in tumultuous times

When BerryDunn was hired by the Louisville Jefferson County Metropolitan Government (Louisville Metro) for procurement assistance for an Enterprise Resource Planning (ERP) system, it was 2019, and the government was operating as business-as-usual. The next few years would bring to the city/county a global pandemic, a tragic incident in national headlines, and subsequent civic action and widespread transition in governmental leadership. Through it all, the project’s sponsor, Angela Dunn, now CFO of Louisville Metro, held fast to the vision of the project and successfully steered it toward completion.  

About the client 

Louisville Metro is one of the nation’s top 30 city governments, with a large union workforce with over 20 collective bargaining contracts in place.  

The challenge 

Louisville Metro was using a disparate set of technology solutions, many of them outdated, highly customized, and requiring specialized skills and contractors to maintain and use. They wanted to position themselves successfully for the future with an ERP system and associated technology systems that would be easier to maintain, use, and be secure from cyber-attacks. A number of external factors made the project more challenging, from the onset of the COVID-19 pandemic, to a mayoral change, to the tragic death of Breonna Taylor and the subsequent civil demonstrations within the city.

The solution 

BerryDunn worked closely with Metro and the project vendors to maintain alignment of the vendors’ technical solutions, timelines, and resource plans. Beyond the technical solution, project management, and change management that BerryDunn assisted with, a major key to the UKG project’s success was the dedication of the project’s sponsor on the client side, who stayed focused and diligent about continuing on despite external factors.  

The new CFO, Angela Dunn, rallied behind the establish project leadership to maintain UKG project alignment with the new mayoral administration’s strategic vision. This included project and change management approach adjustments to help deliver results based on Metro priorities.

  • Was not deterred by having difficult conversations with employees, elected officials, and quasi-governmental agencies to reach shared goals 
  • Did not give up when things got challenging – they adapted and stayed resolute in completing the project 
  • Even with a small staff, each stakeholder took extreme ownership of their piece of the project 
  • Understood when they needed guidance and worked collaboratively with the BerryDunn team 

The outcome 

This digital transformation brought Metro’s technology systems and business practices into the modern age and the move to standardized systems removes the need for specialized knowledge.

The result: Louisville-Jefferson County now has a modern, scalable cloud-based software system that is integrated, secure, and efficient and is positioned to serve the government for decades to come.
